Mr. Karpe, learned Counsel for the Respondent, on the basis of the instructions from the Respondent, makes a statement that the concerned NOC will be issued to the Petitioner by 4 February 2019.

The statement is accepted. Issuance of such NOC shall be subject to the final orders in the Revision Petition No.3/2018, pending before the Directorate of Panchayats. Further the Panchayat makes it clear that issuance of the NOC is without prejudice to the rights and contentions of both, the Petitioner as well as the Applicant

Mr. Karpe also files an affidavit on behalf of the Respondent, in which the Respondent has tendered apology and explained the circumstances in which the earlier orders could not be complied with within the prescribed period.
