The learned Counsel for the parties point out that the environment clearance issued by the Goa State Environment Impact Assessment Authority has since expired. Accordingly, the reliefs in this petition have been rendered infructuous.

The learned Advocate General however states that the State is in the process of obtaining fresh environmental clearances or renewal as the case may be. The studies undertaken by the National Institue of Oceanography (NIO) are complete in so far as the Chapora river is concerned and studies in respect of other rivers are being conducted and are expected to be completed shortly. The learned Advocate General states that necessary steps are being taken in the matters of obtaining fresh environment clearances or their renewals as may be permissible under the law.

This petition is now disposed of as infructuous but the petitioner will always have the liberty of instituting fresh petition should the occasion thereof arise.

The miscellaneous applications will not survive the disposal of this application. Accordingly, they are disposed of. The intervention application is disposed of, granting liberty to the Intervener to also raise issues as are permissible under the law with regard to sand extraction in the State of Goa.
