Date:- 18 June 2018 P.C:- This petition is filed for a sole direction that the complaint dated 18 October 2016 made by the Petitioner which is not yet been disposed of, should be disposed in a time bound period. 2.

The Petitioner had earlier filed a Writ petition bearing No. 177 of 2017 which was disposed of on 16 February 2017 and the representation dated 18 October 2016 was directed to be disposed of early. Thereafter, the Petitioner has made a representation to the

vinita - 2 - wp 341-18 dt 18.6.18. Authority for disposing of the complaint. After the jurisdiction of the Authority was changed, a representation was also made to the changed Authority. On 6 April 2018, the Petition was adjourned to take instructions so as to ascertain whether the complaint made by the Petitioner is pending and if it is pending and within how much time the complaint would be decided. The learned Addl. Govt. Advocate states that he is not aware of the position and seeks further time. 3.

Once this Court had directed as far back as on 16 February 2017, almost 1 1⁄2 years back that representation to be decided early, the State ought to have done so. If only for the disposal of the representations/complaints, petitions are to be filed then, this Court will be flooded with such Petitions. In fact there are several such petitions. To inculcate a sense of responsibility in the authorities, we intend to impose costs.

The Respondent-Authority will decide the representation of the Petitioner within a period of four weeks from today. The State will pay costs of Rs.5,000/- to the Petitioner for the needless litigation that the Petitioner had to initiate. Costs to be paid within a period of two weeks from today. It is open to the State to recover the same from the concerned officer.
