Heard Mr. D. Pangam, learned Counsel for the petitioner and Mr. D.Lawande, learned Advocate General for respondent nos.1 and 2.

2. Learned Advocate General makes a statement that in pursuance of notice inviting tenders, the Goa Waste Management Corporation(GWMC) has received only one bid. Accordingly, GWMC has taken a decision not to accept single bid and rather, to proceed to invite fresh tenders. The learned Advocate General states that GWMC has also taken a decision that clause no.2.2(note c) , which had restricted the right of participation only to the limited company or private limited company will also be specifically modified so that even other entities,

WP/166/2019 individuals are in a position to take part in the tender process and submit their bid.

3. Since, one of the main challenge was to clause 2.4(note C) such challenge no longer survives.

4. Mr. Pangam, states that petitioner also has some grievance with regard to some other tender conditions. He, however, states that petitioner will make a representation to the GWMC in relation to such grievance and therefore, liberty may be reserved to make such grievance, in case, same are not resolved.

5. Accordingly, we dispose of this petition on the basis of statement made by the learned Advocate General. We further make it clear that in case the petitioner has any other grievance which remain to be resolved after representation is made, petitioner shall have liberty to raise the same.
