1. Heard Mr Sardesai with Ms Ballari, learned Counsel for the Petitioner and Mr Pangam, learned Advocate General with Mr Parab, learned Additional Government Advocate for the Respondent Nos. 1 and 2.

2. For the order that we propose to make, no notice is necessary to 3rd and 4th Respondents.

3. The Petitioner has made a complaint dated 06/02/2024 to the Collector stating that the 4th Respondent has been issued a conversion sanad converting an area of 490 square meters, but has constructed by 18th March, 2024

WP 258 of 2024 covering an area of about 895 square meters. Mr Sardesai submits that despite this complaint, no action has been taken by the Collector who is the appropriate authority under the Land Revenue Code for taking action in such cases.

4. Accordingly, we direct the Collector, North Goa/ Deputy Collector to dispose of the Petitioner's complaint dated 06/02/2024 in accordance with law and on its own merits by complying with principles of natural justice and fair play. This is important because we have made this order without issuing any notice to 3rd and 4th Respondents.

5. The Collector / Deputy Collector must dispose of this complaint as expeditiously as possible and in any case within 3 months from today.

6. The petition is disposed of with the above direction. There shall be no order for costs.
