This is an application for liberty to file a fresh petition.

2. The order dated 20.02.2017 shows that the Writ Petition No. 183/2017 was allowed to be withdrawn simpliciter. At that time, no liberty was sought to file a fresh petition.

3. It is contended in the application that the petitioner being a disabled person, this Court may out of benevolence, grant leave to file a fresh petition. This cannot be a ground for grant of liberty to file a fresh petition.
