The petition is filed, being aggrieved by the alleged inaction on the part of the Village Panchayat of Tuem, in not implementing the order of demolition issued by the Panchayat on 16.07.2024, with reference to the illegal construction carried out by respondent nos.13 and 14 in the property bearing Survey No.208/0 of Village Tuem, Pernem - Goa.

2. The learned counsel representing respondent nos.13 and 14, the private respondents has marked his appearance and has placed before us a notice issued by the Additional Director of Panchayats at Panaji, in proceedings no.ADP-I/Tuem/P.A.419/2024/7956, when the 11th August, 2025

WP 208 of 2025 respondents approached the Additional Director of Panchayats under Section 66(7) of the Goa Panchayat Raj Act and the Additional Director of Panchayats on 05.09.2024, has granted ex-parte stay of the demolition order dated 16.07.2024 of which the implementation is sought before this Court.

3. We have taken note of the said notice issued by the Additional Director of Panchayats and we find the next date of hearing of the proceedings is scheduled as 11.09.2025.

4. The present petition can be disposed of with a direction to the Additional Director of Panchayats to permit intervention by the petitioner as he had made various complaints against the illegal construction by the private respondents and upon an intervention application being filed, before passing any final order, an opportunity shall be afforded to the petitioner for hearing. We expect the proceedings to be concluded by the Additional Director of Panchayats as expeditiously as possible and in no case not later than 31.12.2025. NIVEDITA P. MEHTA, J.
