He states that the issue of jurisdiction may be kept open and in the peculiar circumstances of the present case, the petitioner will be heard.

By accepting the above statement and by keeping open the issue of jurisdiction, we dispose of this petition by directing the respondent to act consistent with the statement of the learned Standing Counsel. th June 2022
