Heard Mr Thakur, learned counsel for the Petitioner. Mr D. Pangam, learned Advocate General appears along with Mr S. P. Munj, learned Additional Government Advocate for Respondent Nos. 1, 3, 4, 5 and 6.

2. For the orders that we propose to make, the notice is not necessary for the remaining Respondents. The Petitioner's grievance is that his complaints regards some illegal construction made by Respondent Nos.7 and 8 are not being attended to. He points out that the BDO has directed the Panchayat to look into the Petitioner's complaints and similarly the Collector has forwarded the complaints to 9th October, 2023

WP 317 of 2023 the Deputy Collector.

3. Accordingly, we direct the Panchayat and the Deputy Collector to dispose of the Petitioner's complaints within four weeks from today. If any adverse orders are proposed to be made, the Panchyat and the Deputy Collector must comply with the principles of natural justice and afford an opportunity of hearing to the Petitioner and Respondent Nos.7 and 8.

4. We clarify that we have not examined the merits or demerits of the Petitioner's complaints because we think that such matters first must be looked into by the Panchayat and/or the Deputy Collector. Therefore, all contentions of all parties are left open.

5. This petition is disposed of with the above direction without any order for costs.
