The main grievance raised by the Petitioner is the regularisation of the structure of the private Respondent is blocking the only access available to the Petitioner. However, we do not find that the Petitioner has pointed out this aspect to the Authorities. We grant liberty to the Petitioner to make an appropriate representation to the concerned Authority setting out his grievance. The Authority will
