Mr. Noronha, the learned Counsel for the Petitioner, fairly points out that Respondent No.1-Village Panchayat has already initiated action by issuing a show cause notice against Respondent No.2 and, therefore, this Petition may be disposed of. Mr. Dhargalkar, the learned Counsel for Respondent No.1 - Village Panchayat confirms this position.

Accordingly, we dispose of this Petition by directing Respondent No.1-Village Panchayat to dispose of the show cause notice within a reasonable period and after complying with the principles of natural justice and fair play.

We have not gone into the merits of the matter and, therefore, all contentions of all the parties are left open for determination by Respondent No.1-Village Panchayat. 4.
