We are unable to find sufficient reason to entertain this petition or even to issue Rule. It seeks the transfer of an investigation from the CVC of the Goa Police to the Central Bureau of Investigation in respect of complaints made by various persons against, in particular, one Arun Desai and one Sandeep Jacques. Neither of them is joined to this petition to enable them to respond to the allegations made in the petition.

In our view it is not possible to entertain petitions on this basis. It would require us to hold that the Goa Police and the CVC are either incapable or untrustworthy. We are unable to do either. The petition is rejected with no order as to costs. NUTAN D. SARDESSAI J.
