The applicant is in custody for more than 14 years. The wife of the applicant is willing to be surety. Both the reports of the Superintendent of Police North and South were received by the Inpector General of Prisons in April 2019. The application for furlough is rejected.

2. The impugned order dated 16.04.2019 is accordingly quashed and set aside. The Inspector General of Prisons, Panaji is directed to consider the application for furlough of the

CRMAM/127/2019 applicant on the ground that the wife of the applicant has agreed to be surety and willing to accept the responsibility of the applicant if released on furlough. Appropriate order shall be passed within four weeks from today.
