Heard the Applicant in person and Shri Sardessai, learned Senior Advocate appearing for the Original Petitioner.

2. Though the learned Senior Advocate has pointed out that the Applicant had not appeared before the National Green Tribunal nor filed any proceedings therein, nevertheless, it is not disputed that in fact the Applicant had filed some complaint with regard to the subject matter before the Goa Coastal Zone Management Authority (GCZMA). The Applicant pointed out that he only desires to address the Court at the time of the hearing of the main Petition.

3. Hence, the Applicant is permitted to address the Court only as a intervenor.
