2. For the order that we propose to make, no notice is necessary to the respondents.

3. Mr Agni's grievance is that the petitioner's complaint is not being addressed by the Panchayat.

4. Mr Agni refers to the legal notice dated 29.04.2023, which contains the comprehensive grievances of the petitioner. 24th July, 2023

5. Accordingly, we direct the Village Panchayat of Calangute to consider the legal notice dated 29.04.2023 as the petitioner's complaint and dispose of the same by following the law as expeditiously as possible and, in any case, within one month from today. The Panchayat must hear the petitioner and respondent nos.4 and 5 before disposing of this complaint. The Panchayat must communicate its decision to the petitioner and respondent nos.4 and 5 within a period of one month.

6. We clarify that we have not adverted to the merits of the rival contentions because we think that these are matters which should be first addressed by the Panchayat. All contentions of all parties are therefore kept open to be considered by the Panchayat.

7. The petition is disposed of by issuing the above directions.
