The Petition is filed with the prayer of early disposal of an application filed by the Petitioner. Solely on the ground that any application, should be taken to its logical end within a reasonable period, we direct the Competent Authority to take a decision within a period of three months from today. We make it clear that all aspects, including that of maintainability, delay and laches, etc., are expressly kept open. This direction of time-bound disposal will not override any position of law. This direction also proceeds on the premise that the application of Petitioner had not been rejected earlier. Only if it is not rejected earlier, that the Authority will
