Heard Mr Venan Dias, the Petitioner who appears in person.

Mr Dias has not bothered to implead any of the statutory authorities as Respondents to this Petition. His complaint is that the Respondents, who are his neighbours, are undertaking some activity which is affecting the Petitioner. His further complaint is that the statutory authorities are not taking action on the complaint made by the Petitioner.

In the above circumstances, we grant the Petitioner liberty to make detailed representations to the Village Panchayat of St. Estevam, Tiswadi, the Directorate of Health Services and the Goa State Pollution Control Board. If such representations are made, we direct the Authorities to dispose of such representations in accordance with law and after following the principles of natural justice and fair play.
