2. Having considered the judgment in question and also that of the Rent Controller, i deem it appropriate in the circumstances to quash and set aside the judgment of the Tribunal and also that of the Rent Controller. The matter is remanded to the Court of the Rent Controller i.e. the Court of Civil Judge who is designated as the Rent Controller, Panaji to hear the parties and decide the proceedings within three months from the date of receipt of the order and thereafter the Tribunal in appeal shall decide the matter within a further period of three months from the filing of the appeal.
