Despite service, the private respondent has not appeared in this matter. In any event, we do not propose to grant relief in terms of prayer clause (a) of this petition but only direct the Deputy Collector and SDO (Respondent no.5) to dispose of the petitioner's complaint dated 05.10.2023 within three months after hearing the petitioner and the private respondent.

Mr Ajay Borkar, learned Additional Government Advocate, on instructions, states that petitioner's complaint dated 05.10.2023 will be disposed of within 3 months from today in accordance with law and after complying with the principles of natural justice and fair play. Since we have not examined the merits of the complaint, all 12th March 2025

The petition is disposed of in the above terms without any order for costs.
