The Municipal Council will hear the regularisation proposal of the 3rd Respondent and, in opposition the Petitioner as well. 2.

We allow the Petitioner to be heard not because she has some general interest in public welfare but because she claims to have title. All contentions are left open and it will be open to the 3rd Respondent to demonstrate before the Municipal Council that the Petitioner in fact has no right, title or interest in the property in question.

The 3rd Respondent's regularisation application will be submitted by 3rd November 2017 complete in all respects. A copy will be provided to the Respondents' Advocate. The application will be heard and decided by 18th December 2017. If the decision is against the 3rd Respondent it is not to be acted on until 19th January 2018.
