On hearing the Counsel for the parties, we are inclined to dispose of the present petition as a statement is made on instruction by the learned Additional Government Advocate for respondent no.2 that the Department will hear the petitioner and will pass appropriate order and, therefore, they are withdrawing the impugned communication dated 20/07/2016. By consent, 15/03/2017 is the date fixed for hearing before respondent no.2. Respondent no.2 to take a decision as early as possible and preferably, within three weeks from today. The petitioner to co-operate accordingly.
