Mr. Antonio Alvares has filed Misc. Civil Application No.219 of 2021 having some grievances about construction of underpass at Navelim as a part of larger project of western by-pass. 2.

Mr. Alvares accepts that this construction of underpass is already complete.

The learned Advocate General also states that this construction is already complete and operational and further, the underpass has been constructed as per the approved plans.

Mr. Alvares still has certain grievances about the construction of underpass. He points out that sewage chambers are elevated and this will give rise to the motor accidents.

The Public Interest Litigation pending before us concerns the completion of the western by-pass project expeditiously. The cognizance was taken about this issue because we found that the project was inordinately delayed and such delay was causing tremendous inconvenience to the public.

In this petition, we cannot be expected to address grievances that Mr. Alvares now raises before us. If Mr. Alvares indeed has some grievances, it is for him to make appropriate representation to the appropriate authority and we are sure that the authority will look into such representation.

Therefore, with liberty as aforesaid, we dispose of this Misc. Civil Application No.219 of 2021.
