The Petitioner seeks changes in the Birth Registrar. It is his grievance that inspite of representations no action is taken. The Petitioner has made application to Respondent no.1. Respondent no.2 is the superior Authority. The Petitioner has prayed that his representation be considered.

Without going into merits of the Petition and since no decision has yet been rendered on the application, as informed to us by the Petitioner, we direct that the Petition be considered as representation by Respondent no.2, who will pass necessary orders. 3.

It is made clear that this direction is not construed as conferment of power if it does not exist in law and not to be construed as an revival, if the application is already adjudicated and decided by the Respondent no.2. Decision on merits be taken by the Respondent no.2 preferably within eight weeks subject to earlier time bound commitments.
