The learned counsel for the private Respondent opposes the amendment. Considering the fact that the cause has been brought before us in public interest litigation and that the petition is pending admission, we permit the amendment by allowing the Civil Application.

All contentions of the Respondents as regards the amended portion are kept open and they are entitled to file reply affidavit to the amended portion. Amendment to be carried out within one week.
