This review application is filed by the Applicant who was not a party when Writ Petition No.541 of 2017 was disposed of.

The learned Counsel for the Applicant states that some of the observations made in this decision are per incuriam of the position of law and the decision will affect the applicant challenge in some other pending petition. This cannot be a ground for review of the order. A particular view of legal position is taken. It is open to the Petitioner to advance such submissions which are available in law in his pending petition.
