2. This is an application for amendment of the writ petition to incorporate a relief which, according to the applicants, flows from the original pleadings in the writ petition. Learned Addl. Govt. Advocate appearing for the respondents opposes the said amendment application as, according to him, such a relief is barred by laches.

3. In the facts and circumstances of the case, leave to amend the petition is to be granted. No prejudice shall occasion to the respondents as the respondents have not yet filed their reply and, as such, they can raise all defences in such reply.
4. Hence, application is allowed. Leave to amend is granted. Amended copy of the petition to be furnished within three weeks, with copy to the learned Counsel appearing for the respondents.
