Heard the petitioner in person, Mr. Nadkarni, the learned Advocate General and Mr. D. Lawande, Additional Government Advocate appearing for the respondent nos.1, 19 to 25 and Mr. Nigel, learned Advocate for the intervenor.

2. Upon hearing the learned Advocate General and the petitioner-in-person and looking into the alleged allegations made in the above writ petition, we find it appropriate that the petition itself be treated as a representation before the respondent no.1 and the Chief Secretary shall examine such representation in accordance with law.

3. The learned Advocate appearing for the intervenor points out that there are some representations made by the intervenor which are pending before the concerned authorities. Liberty to the intervenor to file a representation before the respondent no.1, if so advised.

4. We make it clear that we have not examined the correctness or otherwise of the allegations made in the above petition. As such, such allegations shall be examined on its own merits, by the Chief Secretary in accordance with law, after hearing the petitioner and other concerned parties, if so required preferably within three months. All other contentions of the parties are left open.
