2. The petitioner is unnecessarily being forced to file the present petition on account of some administrative infirmities which apparently appear to be non-explained. A petition was filed by the petitioner to be submitted to the Ombudsman through the respondent no.1 who is the head of the Department. Instead of submitting the petition to the Ombudsman, it was apparently returned to the concerned Principal to be resubmitted through proper channel. It is not disputed that ultimately the petition would have to be send to the respondent no.1 in order that such petition be forwarded to the Ombudsman.

3. In such circumstances, there is no justification to delay submitting such petition filed by the petitioner to the Ombudsman by the exercise carried out by the respondent no.1.

4. Hence, the respondent no.1 shall proceed to call for the said petition pending before the Principal and submit it to the Ombudsman in accordance with law within a period of four weeks.
