1. In continuation of our earlier order dated 11.08.2025, where we recorded a consensus reached between the Goa Housing Board and the
Petitioners, as the Petitioners agreed to bear the burden of the additional levy of Rs.1,000/- per sq. mtr. In the wake of the aforesaid understanding, the Board forwarded a proposal to the State Government for its approval.

Today, Mr Priolkar, the learned Additional Government Advocate representing the Government of Goa has placed before us an approval to the said proposal addressed to the Managing Director of Goa Housing Board dated 30.09.2025, which conveys the administrative approval of the Government for allotment of 10 commercial plots at Colvale to the original successful bidders by levying additional sum of Rs.1000/- per sq. mtr.

In the wake of the aforesaid, Mr Rao, learned Counsel appearing for the Petitioners in Writ Petition No.289/2024 and Mr Pankaj Vernekar, learned Counsel representing the Petitioners in Writ Petition No.685/2023, request for quashing of the impugned communication dated 15.06.2022 issued by Respondent No.2 and 18.05.2020 issued by the Respondent No.1 in Writ Petition No.289/2024 and in the Writ Petition No.685/2023, an order passed by the Ministry of Housing/Competent Authority on 05.07.2023, raising a challenge to the order of the Managing Director of the Goa Housing Board passed on 28.12.2022 and it is prayed that upon quashing of the said orders, a fresh Sale Letter shall be issued in favour of the Petitioners incorporating the same terms and conditions, as contained in the earlier
Sale Letter issued by the Board in favour of the Petitioners which shall include a stipulation of its validity to commence from the date of Sale Letter.
Learned Counsel for the Petitioners make a categorical statement that the enhanced amount which is levied, shall be deposited within a period of 15 days from today and Mr Naik, representing the Board make a statement that on receipt of the said amount, within a further period of two weeks the Sale Letter shall be issued in favour of the Petitioners.
Hence, by quashing and setting aside the impugned orders challenged in the respective Petitions, with the aforesaid directions, the Petitions stand disposed off.
