Shri Rohit Bras De Sa, the learned Advocate for the appellant submitted that the constitutional validity of the provision providing for annulment and ratification by the High Court to hold the field in view of the Division Bench Judgment of this Court. He invited attention to the order of the learned Senior Judge of this Court dated 18/08/2017 and 21/08/2018 apart from the Judgment in Joan Azavedo Vicente Paulto Fernandes v/s. Clara Rodrigues (1996 (5) BCR 155) in view thereof place the matter before the learned Senior Administrative Judge for appropriate orders.
