Learned counsel for the petitioner, at the outset, seeks leave to withdraw the petition with liberty to initiate an appropriate proceeding under the Goa Panchayat Raj (Amendment) Act 2021, in view of the recent amendment to Section 12 of the said Act. Accordingly, the petition is disposed of as withdrawn with liberty as prayed for. It is made clear that this petition has not been dealt with, on merits and as such all contentions of all parties are kept open.
