There is a delay of 1311 days in filing the Second Appeal. The explanation is that the appellants were under the bona fide impression that the Municipal Council was a party and did not realise that the Municipal Council had been dropped, and that only the councillors had been continued as Respondents. By the time realisation dawned, this delay had occurred. This is the explanation. I will accept it.
