Heard Mr. Bhobe for the petitioner and Mr. S.P. Munj, learned Additional Government Advocate for the respondents. 2.

Learned Counsel point out that similar petition also instituted by the petitioner, who was identically placed to the petitioner in the present petition, was disposed of by order dated 31.01.2023. This is a Writ Petition No.436 of 2022.

Accordingly, we dispose of this petition, as well, by directing the Director of Higher Education to consider and dispose of petitioner's representations dated 09.01.2017, 07.09.2018 and 22.10.2019, as expeditiously as possible and, in any case, within two months from today. The Director should consider granting the petitioner personal hearing in the peculiar facts of the present case so that the petitioner can explain his case in appropriate manner. The Director should communicate his decision to the petitioner in two months. 4.

If the petitioner is aggrieved by this, then, the petitioner will have the liberty to challenge the same including by way of raising all the grounds and challenging all the orders that were originally impugned in this petition. All contentions of all parties in this regard are expressly kept open.

The petition is disposed of with the above directions. There shall be no order for costs.
