We find that the main relief prayed in the petition at prayer clause (a) and (b) are not surviving.

2. In the circumstances, the petition is rendered infructuous in regard to prayer clause (a) and (b).

3. So far as prayer clause (c) is concerned by which the directions are sought against the State Government to frame a policy for collection of market fees by Village Panchayat within their jurisdiction and direction to respondent No.4 to monitor all such decision by the respective Village Panchayat vis-a-vis collection of market fees within their respective jurisdiction, we grant liberty to the petitioner to submit a detailed representation

WP/1112/2016 before respondent Nos.4 and 5. The respondent Nos.4 and 5 on receipt of the said representation shall consider the same and take appropriate decision on it in accordance with law.

4. With the aforesaid liberty and directions the petition stands disposed of.
