Heard Mr. Rao, learned Counsel for the petitioner and the learned Advocate General appearing for respondents No.1 and 2.

2. Apparently, the petitioner joined the services of the respondent Authority as a Lower Division Clerk and retired from the service with effect from 31/10/2013 as a Head Clerk. Apparently, before retirement, the petitioner represented to the respondent Authorities to extend his services by three years. Though there was recommendation for one year, ultimately, by resolution dated 5/11/2013, Member Secretary of the North Goa Planning and Development Authority extended the services of the petitioner w.e.f. 05/11/2013 to 04/05/2014. Apparently, as a

WP/976/2016 matter of fact, from 05/11/2013 the remuneration or salary for the services rendered by the petitioner was not paid.

There is no dispute so far as discharge of duties by the petitioner w.e.f. 05/11/2013 to 04/05/2014, whether it is extension of his service or reappointment for a period of six months, however, the fact remains that the respondent Authorities are not disputing discharge of duties by the petitioner. Under these circumstances, it is not justified nor proper on the part of the Authority to keep the petitioner approaching them repeatedly and ultimately approach this Court at the age of 63 years, seeking remuneration or charges for the services rendered by him. We direct the respondent Authorities to treat the writ petition as a representation of the petitioner and settle the grievance of the petitioner normally and sympathetically.
