Shri Noronha, learned Advocate submits that the respondents no.2 and 3 are not necessary parties and seeks leave to drop them from the proceedings.

2. Shri Jamadar, learned Additional Government Advocate submits that the Division Bench is seized of the petition challenging the validity of Article 19 of the Decree No. 35461 and two petitions are pending before the Division Bench being Writ Petition No.351 of 2017 and 691 of 2015.

3. In view thereof, it is his submission that this application should be kept on hold.

4. Shri Noronha, learned Advocate invited attention to Judgment of the Division Bench of this Court in Joao Azavedo Vicente Paulo Fernandes v/s. Clara Rodrigues (1996 (5) BCR 155).

5. Considering the said judgment and the orders passed by the learned Judge of this Court dated 18/08/2017 and 21/08/2017, the matter be placed before the Senior Administrative Judge for appropriate orders.
