Heard Mr. A. Bhobe, learned counsel for the petitioner and Mr. D. Pangam, learned Advocate General along with Ms. M. Correia, learned Additional Government Advocate for the respondents.

2. After this matter was heard for some time, the learned counsel for the parties submit that this matter may be disposed of by the following agreed order:

2 WP No.954/19 (a) This very petition will be treated by the respondents as a representation and the same will be disposed of on its own merits and in accordance with law within a period of four weeks from today; (b) In disposing of such representation, the respondents, shall have due regard to the decision of the Hon'ble Apex Court in the case of Avtar Singh v/s. Union of India and others reported in (2016) 8 SCC 471.

(c) In case the representation is rejected by the respondents, the petitioner will have liberty to re-agitate the issue raised in the petition.

3. The petition is accordingly disposed of in the aforesaid terms. All concerned to act on the basis of an authenticated copy of this order. C.
