By this Petition, the prayer sought for by the Petitioner is to direct the Municipal Council to act pursuant to the complaint dated 30 May 2017. The learned Counsel for the Municipal Council acknowledges that such a complaint is pending and not yet disposed of. The learned Counsel for the Private Respondent states that the Petitioner has no locus to file the Petition.

Be that as it may, we are not entering into the merits of the rival contentions, since the Counsel for the RespondentMunicipal Council states that the complaint is still pending. If that be so, one day it will have to be decided. The same shall be decided as per law. The learned Counsel for the Municipal Council states that generally such complaints should be decided in three months. We make it clear that if the complaint of the Petitioner has already been disposed of, it will be necessary for the Municipal Council to readjudicate the issue because of this order. 3.
