Heard Mr. Amonkar, learned counsel for the Petitioners and Mr. Salkar, learned Government Advocate for the State. 2.
The challenge in this petition is to the Goa Private Security Agencies Rules, 2008 and Amendment Rules, 2013. 3.
Admittedly, since the institution of this petition, fresh Rules i.e. 2022 Rules have entered into force. These Rules, supersede the impugned Rules.

In Writ Petition No.263 of 2014, the Petitioners, taking cognizance of this subsequent development withdrew the petition with liberty to file fresh petition challenging the 2022 Rules, in case the grievances of the Petitioners survive. 5.
Mr. Amonkar submits that he has no instructions to withdraw this petition with liberty. However, in our opinion, this petition can be disposed of by granting liberty to the Petitioners to challenge the 2022 Rules should, the Petitioners' grievances still survive. There is no point in keeping the present petition pending now that the impugned Rules have already been superseded and the 2022 Rules have entered into force. 6.
Accordingly, this petition is disposed of. However, liberty is granted to the Petitioners to question the 2022 Rules should the Petitioners so desire. All contentions on merits are accordingly left open for consideration.
