Govind Balkrishna Raut Dessai., v. Village Panchayat Of Assolda, Thr. Its Sarpanch/Secretary, Quepem.,
IN THE HIGH COURT OF BOMBAY AT GOA
WRIT PETITION NO. 88 OF 2019 GOVIND BALKRISHNA RAUT DESSAI., ... Petitioner
Versus
VILLAGE PANCHAYAT OF ASSOLDA, THR.
ITS SARPANCH/SECRETARY, QUEPEM., ... Respondent Mr. Preetam Talaulikar, Advocate for the Petitioner. Mr. Sandesh D. Padiyar, Advocate for the Respondent. Coram:- C. V. BHADANG, J.
Date:- 30th August, 2019 ORAL ORDER:
Heard Mr. Talaulikar, the learned Counsel for the petitioner and Mr. Padiyar, the learned Counsel for the respondent.
2. The only grievance is that the Village Panchayat has changed the house number of the subject house from house no. 84(1) to house no. 77, of which, the petitioner claims to be a co-owner.
3. It is difficult to see as to how, any such change of the house number can affect the substantive rights of the petitioner. This is also made clear by the Revisional Court in para 17 of the judgment, wherein the Revisional Court has observed that the house tax records are not title documents and the mere fact that the name of a person is reflected in the house tax records, would
WP/88/2019 not confer any rights, as the house tax records are made only for the purpose of collection of revenue, which is also the finding by the learned Additional Director of Panchayats. Thus, no case for interference is made out. The Petition is disposed off, with no order as to costs.
