Oral Order:

The basic grievance of the petitioner is that the respondent no.3 is not disposing off the petitioner's complaint in relation to certain structures put up by the respondent nos 4 and 5, which the petitioner believes are unauthorized.

2. Ms. Maria Correira, the learned Additional Government, on instructions, states that the respondent no.3 i.e. the Goa Coastal Zone Management Authority (GCZMA) will dispose off the petitioner's complaints on their own merits and in accordance with law, as expeditiously, as possible, and, in any case, within a period of six weeks from today.

3. We accept the aforesaid statement made by the learned Additional Government Advocate and direct the GCZMA to act accordingly.

4. We, however, add that the GCZMA, in disposing off the petitioner's complaint will comply with the principles of natural justice and afford an opportunity of hearing to the petitioner as well as the respondent nos.4 and 5.

5. In so far as the petitioner's grievance about the respondent no.2 (Panchayat) not taking action in this matter, we grant leave to the petitioner to approach the Deputy Director of Panchayats, who, in terms of the Panchayat Raj Act, is empowered to act, in case, the Panchayat fails to take action on such complaints.

6. The petition is disposed off in the aforesaid terms. There shall be no order as to costs.
