In the case of these Petitioners, the proposals submitted by the respective Managements for approval for appointing Petitioners on compassionate basis were rejected on the ground that there was ban on recruitment.

The learned counsel for the Petitioners states that the State Government has issued a circular on 14 September 2022 clarifying that the ban will not apply to the compassionate appointment and
