The judgment of Tribunal also reveals that Respondent No.3 was proceeded exparte. It means he was served. In view of this, the Notice was issued to Respondent No.3 on correct address. Considering the Bailiff's remark, it appears that substituted service by way of Publication is the best mode of serving of Respondent No.3. Hence Civil Application is allowed in terms of prayer clause (a). Issue Publication Notice to Respondent No.3, returnable after 8 weeks.
Civil Application No.609 of 2016 is disposed of.
