After having heard the petitioner's Advocate, we do not think that at the instance of the present petitioner we should examine the challenge to the circular, copy of which is annexed as Exhibit "C", page 40 of the paperbook.

Admittedly, the petitioner suffered some inconvenience for two months. Thereafter, the order in his favour was given effect. If it was given effect to but after two
suresh 8-WP-12660.2016.doc months, then we do not see any surviving grievance. At the behest of another aggrieved person and in an appropriate case we may examine the challenge and the larger question. By keeping that open for being raised in an appropriate case, we dispose of this petition.
