Though there is delay of 1208 days in filing this Civil Application, the Applicants have explained in their Civil Application that the Applicants were under the impression that the legal heirs would be required to be brought on record when the Petition reaches the final hearing stage. Though this explanation is hardly acceptable, in the interest of justice, the application is allowed. The delay of 1208 days and 1445 days in filing the Civil Application for bringing the legal representatives of two earlier Respondents on record, is condoned. The legal heirs in this application be brought on record in the Writ Petition No.3369 of 2006. The amendment to the Writ Petition memo be carried out within a period of 8 weeks from today. 3.
