Learned Advocate General appearing for the State of Maharashtra invited our attention to the certain Circulars issued by the Government of Maharashtra annexed to the application. Learned Advocate General further submitted that the issue was discussed at the level of State Government and learned Advocate General was fair enough to make a statement before this Court that the application needs to be allowed in terms of prayer clause (A).

The statement of learned Advocate General is accepted and accordingly application is allowed in terms of prayer clause (A) which reads thus :
