According to the Petitioners, who were not parties before the Division Bench, the Government Resolution issued on 7 February 2019 is the act of contempt. The

11.CP 177.19.doc Petitioners have joined the Additional Chief Secretary by name as the only Respondent because the Government Resolution issued on 7 February 2019 is signed by the Additional Chief Secretary. The Additional Chief Secretary has only signed a Resolution which conveys the decision of the State Government. It is open to the Petitioners to challenge the Government Resolution dated 7 February 2019, which challenge will be considered as per law. 2.
