We have gone through the record placed before us and the submissions advanced. The purpose of running the Snack Bar at a bus stand is defeated if tender process is delayed for such a long time. It is the responsibility of the Authorities that such a snack facility is provided at bus stand where a large rural population depend on the buses for the transportation.
