The process of election of the village panchayat has already started. Therefore, no interference can be made at this stage with the action of the Returning Officer of the acceptance of nomination papers. Statutory remedy is available to the petitioner to challenge the result of election. The writ petition is rejected. All contentions on merits are kept open.
