Heard Mr. Tajane. The prayer clause (a) of this petition reads as under:­ "(a) Respondent No.1 to 4 be directed to release all the arrears of non salary grants from the year 1993­1994 till today immediately."

The writ petition is filed on 6­5­2014.

Reliance is placed on an order, copy of which is at

suresh 923-WP-5332.2014.doc page 82 and which order is also of 1998.

We do not think that we should grant the relief of releasing grants to an institution running schools, etc., after such a long duration and period. The delay and laches on its part alone disentitles the petitioner to any discretionary relief under Article 226 of the Constitution of India.

Our jurisdiction is extraordinary, discretionary and equitable and Mr. Tajane would say that the petitioner made several representations and which have never been attended to. 6.

We do not think that addressing representations after representations would enable the petitioner to claim a relief, and particularly of payment of money or grant from the Government from the year 1993­1994. This argument is only stated for being rejected.

The writ petition is entirely frivolous and is, therefore, dismissed.
